The best place for watching this unfold is the NANOG mailinglist.

In short, Cogent seems to be hosting their customers on something that
resembles HIX in some ways, and Level(3) just turned down their connect
to them, so people who are ONLY hosted thru Level(3) (or Cogent) now
can't get to the other side of this "Great Gulf" that has been set up.

If one has more than one backbone feed, this bunfight isn't a problem.
But it seems that RoadRunner only gets connectivity thru Level(3).
