Free Public WiFi?

Last week, I was surprised to find "Free Public WiFi" in Kaneohe (near
Times). I connected successfully but was unable to do anything other
than that. Since that day, there has been no such animal in the area.

I was wondering:

are there any plans for free WiFi in Kaneohe?
if this is a computer-to-computer network, is there a security risk in
connecting to it?
