Any idea how long it will take for Hawaii to reap these benefits?

Seems like this package has been offered to residents of California:

My guess is, "any time soon" was unnecessary in that sentence. VZ sold
off their HI operations, and the available circuits to the mainland
would probably be swamped real fast if FIOS were rolled out.

Probably in about 50 to 75 years, after the successor to FIOS is in wide use
every where else.
This is Hawaii. We will not get any new technology until it has already
been replaced.
Just think how many years it would take just to lay the fiber optic
cable...safe to say it would take about 3 years for everey hundred feet (if
current works rates are maintained). In short, anyone alive today will
probably not live long enough to see it happen.

Even if by a stroke of luck we did get FIOS, it would be so poorly
implemented that it wouldn't be worth it.

Well, not FIOS 'cause that's Verizon's, but HawTelcom has applied for their
cable franchise and they are using mpeg 4, not the older mpeg 2 stuff.

From their application:
"Applicant's design utilizes Internet Protocol Television (IPTV) packet
technology to deliver all-digital, video services over Hawaiian Telcom's
second-generation Digital Subscriber Line (DSL) facilities based on ADSL2+
and VDSL2 technologies. This approach is highly beneficial to the State of
Hawaii and its residents as it does not require a massive coaxial cable
build-out (e.g., planting new poles, building new underground vaults and
manholes, diggingltrenching streets, etc.) in order to provide service."
